@kirtyjew, I'm not 100% certain, but it looks to me like your install path is not the default one. I believe GenerateFNISforUsers.exe requires Skyrim to be installed in exactly the default path Steam wants to give it when you download the game from Steam.

This software wouldn't cause your issue. That's going to be a mod. Probably a weapon mod, but perhaps also a combat mod.

Search for GenerateFNISforUsers.exe in your Skyrim folder structure and run it.

I don't believe this software could cause your issue. However, it is a known problem with certain prurient mods.
